In addition to the normal range of Marine Consultancy Services, QMC can add value to your existing team - or supplement them in times of emergency or when short notice and lack of available expertise has left you and your organisation stretched. We have personnel available with a very wide range of general experience as well as specific experience in a diverse variety of vessel types. Our services also extend to the creation of ISM and ISO systems tailored to the client's specific needs, ISPS assessments and Ship Security Plans and the provision of inspections covering all PSC requirements as per resolution A.787(19) and the USCG requirements for all vessel types.

Of great interest to many owners and managers is our pool of experienced and qualified European Technical and Marine Superintendents networked around the world. With our strategic location in Dubai and office in Poland, we can arrange boarding inbound for the AG at Fujairah and at any European or US port with minimum travel costs. We bus riding squads from Poland to any European destination. The same quality standards are strictly observed by all personnel and carefully monitored from the controlling office. The cost advantages of having a trustworthy, reliable, experienced and qualified Superintendent on the spot with minimum delay or traveling are very obvious.

Services

QMC can perform and provide the following services:

Riding Squads

We provide riding squads of experienced professionals who hold appropriate certification recognised by major classification societies. Typically, a riding squad can be assembled and dispatched to the nearest port of call within 48 hours. Additional time may be required to service ports with unusual visa requirements. All of the team foremen speak fluent English and the majority of the squad members can communicate in English.

R & M at Sea

By undertaking service, repair and maintenance work at sea, our clients enjoy significant reductions in down, off-hire and dry-dock time; extend dry-dock cycles and minimise costly emergency repairs. We cover;

	Electrical	Generators, recabling, rewiring.
	General repair and maintenance	Blasting, cleaning, painting, welding or just post docking cleaning. We have teams experienced in long term tank work on passage.
	Hydraulics	Crane, hatch, power stations, pump systems.
	Mechanical	Auxiliary diesels, main engines.
	Steel repair and replacement	Bulkheads, deck plates, double bottoms, frames in cargo holds, hatch covers, tanks.
	Technical	Boiler retubing, hatch adjustment, pipe renewal, specialised welding.

All Quadrant staff are covered by a comprehensive group accident and medical plan from door to door including travel. We also have liability insurance in place for US$ 1 million per occurrence. These policies are placed with Reliance in London.

ISM, ISO 9000, ISO 14001, ISPS and General Safety Audits

Any type of vessel, in any location, world-wide. This can be done utilising the company's own check lists, Class Society prepared check lists or the QMC prepared list. Short courses can be arranged either in company offices or on board.

Tanker Vetting, SIRE and CDI

This can be done either pre-inspection by the majors or to accompany the oil major's inspector in order to assist your ship's staff.

Ship Inspection, General and Pre-Purchase

Inspections can be carried out and reports prepared to indicate the condition of any vessel as a routine check or prior to purchase.

Drydock and Repair/Conversion Supervision

Drydock/repair lists can be prepared for any vessel, supervision or superintendency arranged and full service provided from assessing potential yards through on-site handling to closing negotiations on invoice. We can also arrange very advantageous prices for dockings in Poland through our close association with Caroline Yard (see www.caroline-ltd.com). Our Superintendents have also drydocked vessels in areas ranging from Korea to Dubai to Mobile and very many in between.

On-Board TD Readings

QMC can arrange a reliable TD team to visit and report either prior to survey, such as ESP, or together with surveyor.

Machinery and Equipment Pre-Purchase Inspections

Inspections can be carried out and reports prepared to advise on the condition of any major machinery or equipment prior to committing to purchase.

General Technical Superintendency

Ship visits, in depth inspections/assessments, carried out as a Technical Superintendent with full reports in the format of the owners choice.

Accident Investigation

In the event of any incident, accident or near-miss, we can carry out an investigation on board as an impartial third party to ascertain cause and recommend procedural changes to prevent re-occurrence.

P & I Surveys and Reports

QMC can survey and report to P & I clubs on cargo damages and shortages, hull damages, vessel condition, accident and incident etc. etc.

Ballast Water Management Plans

Many countries have now imposed Ballast Water Exchange Regulations. We can draw plans to ensure compliance with current and proposed legislation. The plans developed by QMC have found great favour with USCG and various oil majors. A large number of these have now been supplied and with our developed expertise can be made available for your vessels within a surprisingly short space of time. Particular emphasis is placed on the correct calculation of the strength aspects specifically BM and SF. We utilise computer models created by our associate naval architect office.

IMO Safety Plans

These can be created to replace existing fire and safety plans very cost effectively and have a number of benefits, not least in immediate visual impact with PSC and USCG, but in crew training and ISM compliance.

General and Shipmanagement

With our experience within the shipmanagement field we are well placed to offer consultancy services ranging from the creation of specific budgets, manning services, purchasing, advice on office set-up, procedures, liaison with class and flag state, placing of P & I and H & M insurances, salvage association - or, indeed, all of the above on a world-wide basis! QMC personnel have acted on contract in postions up to Chief Operating Officer of international companies for extended periods.
